Another great list would be a list of blogs that review independent music or write articles about independent artists. That would really help many artists.

I've been getting that request. Unfortunately I don't know that space well enough to make such a list.

Also, they'd need to be genre-specific.

I am making some notes towards a post about blogger outreach and also a possible source for such info. I'll try to do that sooner rather than later.

I would suggest checking out StereoGrid and seeing if their blog outreach resources are relevant.

They came out of the hip hop scene but I think they're broader than that, however I haven't looked behind the scenes since I talked to them a while back.
