One of the most significant barriers in my opinion is the notion of territory-specific publishing rights. This might have made sense in the pre-internet music world. Yet, we see many major (i.e. signed to major record labels) artists getting their material only released in Europe - and it takes forever for their music to make it to the US. In this scenario, piracy becomes the only option for the frugal music listener that does NOT want to ship CDs from Europe. Artists/record labels/publishing arms need to move towards global publishing rights. We need to move away from territory-specific releases. It is VERY "old world".
