The [**US Copyright Office**](https://www.hypebot.com/tag/us-copyright-office/)is raising service fees on **November 11, 2026** despite objections from songwriters and industry trade groups.

Following a proposed schedule submitted to Congress in July, the statutory 120-day congressional review period expires on November 11, triggering automatic price increases across nearly all categories.

While administrative costs across all U.S. copyright services will **increase by an average of 43%,** core services for music rightsholders, independent record labels, publishers, and catalog buyers will see fee increases ranging from **31% to 126%**.

### **2026 U.S. Copyright Office Fees Comparison**

| **Service** | **Old → New** | **Change** |
| --------------------------------------- | ----------------- | ---------- |
| **Single App** (1 work, 1 author) | $45 → **$55** | +22% |
| **Standard App** (Single track/album) | $65 → **$85** | +31% |
| **GRAM Album** (Up to 20 tracks) | $65 → **$130** | **+100%** |
| **Group Works** (Up to 20 songs) | $65 → **$85** | +31% |
| **Unpublished Group** (Up to 10 works) | $85 → **$130** | +53% |
| **E-Recordation** (Transfers/contracts) | $95 → **$215** | **+126%** |
| **Termination Notice** (Base fee) | $125 → **$275** | **+120%** |
| **Special Handling** (Expedited) | $800 → **$1,100** | +38.5% |
| **Paper App** (Standard paper filing) | $125 → **$185** | +48% |

### **Key Impacts**

### 1\. Album Registrations Double in Price

For independent labels and DIY artists using the Group Registration for Works on an Album of Sound Recordings (GRAM), filing an album of up to 20 tracks along with artwork and liner notes moves from **$65 to $130**.

### 2\. Catalog Acquisitions and Transfers Hit Hardest

The base fee for electronic recordation of documents — including copyright assignments, chain-of-title transfers, and publisher agreements — more than doubles from **$95 to $215**. Companies and funds conducting merger and acquisition activity or acquiring legacy catalogs will face substantially higher administrative due diligence costs.

### 3\. Termination Rights Become More Expensive to Exercise

Recording a Notice of Termination, which allows songwriters and artists to reclaim rights transferred to publishers or labels after 35 years, rises from **$125 to $275**.

### 4\. Rush Litigation Costs Rise

If you need expedited processing to file an infringement lawsuit, the Special Handling surcharge increases from **$800 to $1,100** per registration, on top of the base filing fee.

### **Action Plan Before November 11, 2026**

- **Register Works Immediately:** Audit your release pipeline and catalog backlog. Any unfiled singles, EPs, or albums should be registered within the next 30 days to lock in current $65 rates.
- **Record Pending Asset Transfers:** If you have completed catalog acquisitions, publisher administration agreements, or co-ownership transfers, file the electronic recordation paperwork before the fee jumps to $215.
- **Batch Unpublished Demos:** If you have unreleased catalogs or demo batches, use the Group Registration for Unpublished Works ($85) before it jumps to $130.

### **How and Where to Register Music Copyrights**

To avoid the November 11 fee hike, creators and rights owners can register compositions, lyrics, and sound recordings now directly through the official [US Copyright Office Registration Portal](https://www.copyright.gov/registration/?ref=hypebot.com).

To file online at the lowest statutory rate, set up an account in the [Electronic Copyright Office (eCO) System](https://eco.copyright.gov/?ref=hypebot.com), where you can choose between **Performing Arts (PA)** for underlying music and lyrics or **Sound Recording (SR) / GRAM** for master recordings. Filing electronically guarantees an immediate effective date of registration as soon as your completed application, deposit audio file, and payment are submitted.

## **Hypebot's Bottom Line**

With registration costs jumping up to 100% and transfer recording more than doubling, copyright protection is shifting from a routine administrative task to a significant line-item expense.

Independent artists, labels, and catalog managers have a critical 30-day window before November 11, 2026, to register backlog music and record ownership transfers at existing rates before federal price hikes take effect.
